What Exactly Is a Company's Float? The term float refers to the regular shares a company has issued to the public that are available for investors to trade. This figure is derived by taking a company's outstanding shares and subtracting any restricted stock, which is stock that is under some sort of sales restriction.

Lets not worry to much because Every single part of the conglomerate will be audited then signed off on by NASDAQ. The value will directly affect how we are able to up list. Pretty soon we will know who is right. My money is on doc.

JMO but could Doc have bought up blocks of shares: Restricted stock, also known as restricted securities, is stock of a company that is not fully transferable until certain conditions have been met. Upon satisfaction of those conditions, the stock is no longer restricted, and becomes transferable to the person holding the award.
