Isn't it that when the company offers or issues shares to the market, the company puts a par value, then the market will dictate in the wild what they will trade for. Since a preferred isn't given a value by the company untill they pay a dividend. I'm not sure if a company can place par value on something that's not trading yet.
Just a thought.
