So, in other news, I just got off the phone with OTC Markets 212-220-2166 - Market Data division) to clarify something:

The company decides when to publish the data on OTCM. OTCM has nothing to do with the actual posting. In answer to the question about being "backed up," he laughed, and said, "We can process an application in a day if they get all the information we need." Once a company like VITX has the application process, and they have access to the OTCM, which they clearly do - see the filings last month - they are cleared to post any financials they want without any permission or clearance from OTCM. The latest financials should show up as soon as they are posted. The date and time of posting is solely up to the company.
