The impetus is primarily that the military wants the ability to move up to 100 ton equipment and gear payloads anywhere on the earth within one hour via rocket. Mr. Musk's society changing vision and achievement of landing spent boosters for re-launch have made this possible right now. Very large amounts of money is headed to the rocket tech space for this point to point rocket tech. After that, it is envisioned that non military applications will come into existence.
