I have to wonder if they are holding back on the share reduction until they are ready to uplist. Make some announcements to raise the price, announce the share reduction to raise it further, get the price over .01 for 30 days, and pull the trigger on the uplist.

I don't like the strategy, but that is my guess as to what is happening.
