I have been through this via TD internal message system. The last call which I received in response to a message admitted all you stated, then told me the TD policy was not to allow buying and that they “were not obligated to give me a reason”,
Hope you are successful. It only takes a slow person 30 mins to open an E*TRADE acct online including setting up the ACH(s) for fund transfer from TD or other financial institutions.
