Granting an EUA will make it possible. They have already spent $100 million on manufacturing without the EUA. They are waiting for the EUA to spend more than that. Also, BARDA/CRADA:

That's great... But, that won't increase production. Per Management this week, it'll take 12 months to produce 100K treatments and per prior filings, another $150 million. If they want more than 100K treatments, get the checkbook out and an additional 6-12 months to build out more production.
