NATCHITOCHES PARISH PORT COMMISSION

April 19, 2021, Regular Meeting

Present were Nettles Brown, William Allen, Dan Simmons and K. David Zachary, Commissioners. Absent was Ralph Ingram. Also, present were Travis Tyler, Executive Director of the Port, and Mark A. Begnaud of McCoy Roberts & Begnaud, Ltd., legal counsel to the Commission.

A motion was made by Mr. Simmons, seconded by Mr. Allen, and duly carried to approve the minutes of the March 15, 2021, Commission meeting.

As part of the Director's Activity Report, Mr. Tyler reported: 1) approximately 110,000 tons of material has moved through the Port as of the end of March and the Port has received aggregate in April; 2) ADA has increased its rail usage and has begun moving into the warehouse; 3) Custom Commodities has installed an additional meter on its existing site; 4) Trac-Works completed its maintenance/repair of the rail spur in half a day; and 6) the Port made the first round of cuts for Project Titan, which is a company that needs approximately 150 acres and would infuse approximately $130 million in capital investment and provide 120 +/- jobs.

Also, as part of the Director's Activity Report, Mr. Tyler further reported: 1) representatives for "Project Drill" visited the site and seemed pleased. This company would bring in materials from India which would be crushed to use in drilling operations; 2) representatives for Project Milton visited the Port on March 29, 2021, and are working on securing funding for their project, which would use approximately 800,000 tons of timber and provide 200-250 jobs; 3) he, along with LED representatives, visited one of Project Green's facility in Texas; 4) he is working on potentially reducing insurance costs with various vendors; and 5) the Port of Shreveport may have locomotives available for sale.
