MM's can do both, although naked is illegal. But, the SEC has bigger fish to fry and the nakeds could be from another country. Ruskies and Chinese make a lot of money on our OTC, a lot of it scam. The amount of shorts being shown on this play is crazy high so you gotta wonder. But, the PPS here has shown pretty steady over the months, so the shorting had little effect, if indeed there is shorting. Remember, investors can't short, only MM's and crooks.
