Anyone who understands the uplist process knows this step was necessary because the previous structure was simple inadequate and placed the company at risk for a hostile takeover thus they had to increase the preferred shares etc. This is just another component required to complete the merge and symbol change and set the company for the uplist. As they clearly stated the new share structure will allow the company to seek funding etc.
