Otherwise quid pro quo-terms would not allow HPQ to offer Athlon-64 as well, dont you think?

IANAL, but no, HPQ in this case is a retailer and any such terms would represent restraint of trade and would be illegal for a company like Intel to propose. Intel can entice HPQ to offer P4-based systems with quantity discounts, engineering support, or advertising support, but it can't get HP to legally bar itself (HP) from selling Athlon-64 systems.
