I disagree, if the drug can save the government money they will pay up for the drug. Especially if the supply is limited. And the wealthy of the world will pay anything to stay alive

Of course you do and good luck with that thesis. You clearly don't understand how foreign governments work nor have you spent anytime looking at their drug paying history.
