I believe the point I was trying to make is that to achieve these deals you must be able to fund the costs of manufacture and afford to pay the license fees even in deferred payments.

Also I believe that new clubs would want the money up front due to the reputation of failure to pay in the past, which eats a huge chunk of any funding up before any sales are made.
