Mortality at 14 days would have been a silly primary endpoint and I guarantee is was never suggested for severes and criticals. Every single trial for severe and critical Covid patients in the US had a primary endpoint at 28 days because that was FDA guidance. The FDA likes to have studies with the same primary endpoints so they can easily compare the studies.
