Anyone have an explanation that doesn't involve any boogiemen?

On 12/31 there were 359M shares outstanding and they closed at .18.

By 2/10 there were 418M outstanding but they closed at .40 on that day. A double plus in 40 days.

Then the outstanding increased by less than 90,000 shares in the 90 days between 2/10 and 5/10 but the share price slipped back to $.19.
