This guy is also talking about dark fiber. Dark fiber is just abandon or no longer supported fiber optics lines possibly a company just no longer use them say AT&T or Phone companies there a lot of cities or other entities that use dark fiber to link up facilities I do not see how this could be illegal it would almost be like saying I have plan old telephone lines run in my building or connecting my buildings and he has Cat 6A and Fiber Connections so they have an unfair advantage. When anybody could use fiber if they want to pay for it. If it’s dark fiber than I promise you it’s not the latest and greatest by any means.
