Definately A$$ hole Market Makers putting the 1.3 million run blocker up to try and prevent a run and shake cheap shares from weak hands. They are the only types with that many shares who would but that amount up as soon as L2 looks clear for take-off. Really wish the SEC would get more involved at stopping these sorry ass criminals!
