Chuck sounds like he believes SAFE Banking can likely pass the Senate right now but is worried that doing so will lessen the chances for MJ Legalization/Decriminalization

So it seems like he is really going for the whole enchilada with SAFE Banking as the fallback plan if he can’t get enough support to pass MJ Legalization/Decriminalization

In the end, Chuck knows better than anybody what is most likely to work legislatively to legalize/decriminalize MJ in this Senate
