Francisco Industries, Inc., the plaintiff, claims to have owned a thriving international sugar business prior to the Cuban government’s confiscation; that business was subsequently certified for $53.4 million. Francisco Industries alleges that ASR Group International, Inc., another sugar company, has trafficked in its former property by purchasing sugar produced from the confiscated fields and shipping it out through a confiscated port.
