Completely meaningless to the question do they own the shares now. Not only do they not own them today, the shares to convert into don't even exist today. Pure spin and attempted misdirection.

Did the last 10k also state that the 249,661,287 shares of common stock would also equal 26.5% of Security Ownership? yes or no

If it the outstanding shares as of March 14 2021 wer not fixed, how can the last 10K state a percentage of security ownership if there was no shares available to own?

It's called a pro-forma calculation. Note "Based upon 693,367,942 common shares outstanding as of March 14, 2021" which obviously does not include the 249.7M shares in question.
