I'm guessing it was timing - like what I described in previous re: Admin.

Mod Squad was in manage mode to remove the previous one and clicked "N" for "next" (keyboard shortcut available to all Users). Then since already in manage mode, just had to click "off topic" when they saw it was an exact duplicate of the TOS violation they'd just removed they immediately clicked on "Off Topic".

This is closest example to being "less than a second" that I could find.

Meghan and I tested it on this board and I used Mod tools. This was result:

The discrepancy between the timing is that I wasn't "reading" as she was posting if you get what I mean. So the moment she clicked "submit" was not the same moment that I clicked "N" for next.

So, yeah, I'm guessing it was simply a matter of timing and the circumstances.
