Everything you said is true, but that does not discount the value of these types of articles. Elsevier is one of the world wide leaders in publishing technical articles, books, and related materials (Ok, it is not always Cambridge level of status, but what is). Your comment about this not being NEMJ quality is no doubt true. But the NEMJ, Lancet, AMA, AHA etc. can only publish so many pieces, and if you are not in the Big guys club (with some of the potential conflicts of interest that can sometimes imply) you have no choice but to publish where you can. If it is an Elsevier publication I feel it can have some/decent, inherent merit. I have shot from the hip here and have made my own assessments of quality, others may differ.
