Are FNMA warrants cancelled or is a nothing burger?

I think a nothing burger, looks like a year cert except for the #8 wording, in 2020:8. Fannie Mae has no convertible debt instruments. https://backend.otcmarkets.com/otcapi/company/financial-report/247904/content

but in 2021: #8.Fannie Mae has no issued and outstanding promissory notes, convertible notes or other convertible debt arrangements that may be converted into equity securities.

In 2018 and 2019, nothing was mentioned..

Funny how they became a lot more legalese than beforehand.
