Also, they not only need 25 for a plant but also 50 for R&D. R&D is notoriously harder to fundraise for from investors because it doesn't usually result in any direct projectable ROI. Its why most companies fund it from their own profits or existing capital (including money raised through selling stock).

They can do whatever they want with the money they receive from shares sold publicly (R&D, LEARN, cocktail parties). Also, they can raise that funding whenever they want or need it, so they aren't subject to the same timeframes as loans or debt, and it is far easier because they don't have to "pitch" themselves and their ideas to get that funding. They are just selling to StockLord69 who is buying because he heard it is good on Reddit and likes the stock.
