Not if they get suspended first due to delinquent filings, then it will not really matter, as they are likely going to be SOL for a long while.
Getting their filings current before probably July, maybe August, should be absolutely critical. Especially in a case where the original sponsoring MM, does not even exist any longer, as it can still be quoted, as the other MMs can continue to piggyback off that 211, but they would want to get it updated in the 18 month grace period.
If they get suspended, then they have to go through the whole process of finding a MM to sponsor a new 211, to get off the Greys/Expert, and this would be far more difficult.
At least this is how I'm understanding it.
