Because as a private company with a BK in the past, going public is the only way to raise funds. Clearly using PMCB as its ATM cash machine issuing worthless licenses has run its course. An IPO listing is the only funding option left for AN. Of course that assumes AN is ever listed, and the listing isn't on some Thai pygmy exchange.
