He was probably referring to the results of the Franco-Prussian war. The Germans mandated that their troops (but not the general population) were vaccinated while the French were skeptical of it's benefits. Napoleon III's army was essentially a reservoir of smallpox carriers and during their travels and incarcerations as POWs among the civilian population, triggered that last wave of a smallpox epidemic across Europe.
