The way I read it

At the date of this report, we have drawn $7,250,000 in advance draws, and these accrued interest at 8% until the date of conversion.

Pasaca is investing in itself, since the advance is coming from Pasaca and Pasaca will be paying off that advance when it gains 51% control of QMC.

Looks like QMC is becoming a player with a major backer.
