the CDC guidelines were meant to address, a close confined space where you and your ilk guzzle beer and pretzels on a Friday night. With the ratio of vaccinated: un-vaccinated is unknown. The only circulation of air being the alley from the bar to the toilets.
Now compare to the horror of Biden removing his mask to a sparely populated large chamber of the Capitol Bldg. Having vastly increased air flow, and some capability to remove air contaminants (think water droplets). It's probably safe to assume the US Capitol Bldg has some rudimentary means to combat viruses in the air. A simple example would be to have UV light in the main air ducting. Something your beer guzzling water hole is unlikely to have.
