Sorry, but that's completely wrong. Read the links from FINRA and OTC Markets I posted earlier, as they describe exactly what the market makers do when they "naked short." They cover almost instantly after marking the first leg of a transaction "short." It's why short volume is completely meaningless.
On the data date of 4/15, IMNPQ shows a short volume of over 5M shares. Of those 5M, 693 remained to cover.
It's how it works, despite what the OTC myth says.
