In normal markets, such a significant change MUST BE communicated as soon as it happen.

With all due respect, there maybe many reasons why the CEO doesn't care to inform shareholders on a regular basis (one being no consideration or respect for those playing with sub sub penny stocks) but health of the leader of a 'one man show' (or about) is not one. That would be illegal in any serious market and immoral in our current crazy environment.
