To be fair, would it make any sense for Emil to “buy” the shares back using any money out of his own pocket?

In reality, like almost every other person who ever exercised an option or warrant, Emil will wait until the PPS is comfortably above the $ 0.021 strike price to execute then immediately sell some or all shares to cover the cost & pocket the difference. Voi’la, no cash out of pocket & lots of profit in the bank. It would make little sense to exercise & sit on the shares in his trust account. No?
