Legit question - If POTUS announced today that all US stocks of AstraZeneca will be shipped to India, and the agreement for OCGN is to benefit from sales of all Covavax in the US, where is the market niche for an unapproved vaccine in a country that doesn't need vaccines?

Could it be that the USG buys it to send back overseas via vaccine diplomacy? India, or elsewhere?

Asking for some longs who want to know.
