What? He originally claimed he was expecting to file in the late period.

With 2 days to go suddenly it's "gee, it's up in the air, let me ask the guys and get back to you."

The day after it is overdue his attitude is "what? everybody knew it wasn't going to get filed on time, no surprise here."

I'm not sure I can make that any simpler to understand.
