Exactly. In fact, they are essentially admitting that issuing shares is the point.

...at present the Company...desires to have additional shares available to provide additional flexibility to use its capital stock for business and financial purposes in the future...Neither the Company’s current shareholders or the shareholders of BrewBilt Brewing Company following the Reincorporation Merger have preemptive rights, and any such issuance could result in a significant dilution of the voting rights and the stockholders’ equity, of then existing shareholders.

This will be the fifth R/S since 2015. It's a share selling dilution scam.
