It looks like they are calculating the delta by using the ending quantity as the denominator as opposed to the beginning quantity. That is just not the way changes are normally calculated. If that is quoted without context the author sounds completely ignorant to 99% of people who understand how relative changes are calculated. Maybe this is a very technical trader stat that isn’t used in the main stream, I am 60 and this is the first I have heard of it, but I don’t claim to be an authority by any stretch. However I did stay at a Holiday Inn Express last night.
