Jeff Bezos or Google may want the whole $PMPG Smart Road Turtle Pie, but Microsoft is, I think going to have the free-est hand and most cash to pull off a take over or make the best deal.
Google has the road maps though, and Google and Apple have cell phones and road maps are driver directions infrastructure.
Hell they could all end up licensing it all and different cities making deals with the cloud of its choice, meaning all the major clouds will want rights to it.
This not a just road sensor sales story. It is all about data revenue via patent licenses, which is what made Google and Amazon what they are are today. And Microsoft and IBM may not want to miss the boat like they did with cell phones to Apple and Google, and online retail they lost to Amazon...
