.........since without the potential scale of the WiFi-like platform, it would be very hard for Globalstar to finance the build-out of a national, licensed band network and then secure return on that investment from a more limited business model.


Note: THIS WAS THE PROBLEM:

Globalstar said in its filing that it still strongly believes in the proposal for more intensive use of licensed spectrum, together with the 10.5 MHz guard band, but acknowledged this raised “a number of technical and policy objections” that delayed the proceeding as well as the investment.

“Globalstar’s revised proposal should resolve all remaining interference-related concerns in this proceeding as well as policy issues related to use of the 10.5 megahertz of unlicensed ISM spectrum,” Globalstar said in the filing.

NOTE: And This What They’re Doing Now. FCC APPROVAL WAS GRANTED 2017:

“This revised approach should allow the Commission to move forward with confidence that this spectrum will be rapidly utilized for the benefit of consumers. In particular, this revised proposal should eliminate objections relating to Globalstar’s proposed operations below 2483.5 MHz and alleged detrimental interference to WiFi systems and Bluetooth operations in the unlicensed ISM band.”
