Tian would need to spend both time and money. I suspect he wouldn't want to spend either one on keeping us updated on an empty shell.
And the hold up on shares being released I think shows that there is (or was) an imbalance.

If Wei Tian has it, he has it.
If not, then being dark for a couple months will the least of everyone's worries.
