How many people have to give the blessing for a cannabis farm?

Fish and Wildlife now? Who's next? The Pope? This is ridiculous. It's amazing ANYONE is licensed to do anything cannabis related in California.

"The current hold-up is at the California Department of Fish and Wildlife (CDFA). Our application is currently under review but Covid has affected their workload. They have been good at communicating, so we’re confident we’ll soon receive what’s necessary to satisfy CalCannabis."
