That's how OTCs work.

I've been a note holder in the past..(not ILUS) there was always the idiot notes who converted and sold quickly no matter if the pps was no where what the stock was worth.

Worse yet, the shares don't get deposited into accounts like etrade... so the sellers just call their broker and say, sell 10k-25k stock today and they brokers are ruthless..

I wish notes could get deposited into accounts like etrade so sellers can sell themselves and ladder up, but that's not how it works.
