I am sure the intention was good but I am unsure the email is appropriate the way it is written.
If I was in their position, I would read it as a critic from a non-shareholders who wants to help current small shareholders.
In fact I think it was wiser just to inform them of the new rules, with no mention like "stuck", "neglect". I find the email a little rude but this is maybe because of my different background.
Hopefully, this will ultimately help.
