Let me re-phrase, PR-Pumps, with out complete 10-K info in the Public's hands just before a 10-K are dangerous to the company, and frowned on by the SEC.

Of course they may have nothing major to say yet. Some OTCs save great PRs to use after a 10-K to distract eyes from the 10-K.
