As you know, there is so much dilution with penny stock companies because companies need money to use for working capital, or to pay debts, or to make an acquisition. In my opinion, it is not a good sign if they are paying debts with the money they are raising through dilution.

As for the link you provided about the 15 billion shares, you need a lawyer to explain it, and the reason they hire lawyers so that they can write it in such a way to prevent shareholders from understanding what is being said, lol.
