They are. It is an insider game. There have been efforts to clean up naked shorting for decades along with other rule changes regarding loan sharks/dilution, and MM's. Not much ever gets done except a lot of hot air talk. Retail exists for the milking. XFLS long and hoping for financial filing to get current... JOB#1 folks.
