$HDUP - shares outstanding doesn't mean that they can be traded if a portion of them also reside in the "Restricted" column. Until they make that move, the Unrestricted is all that can be sold.

As of 3/31 - 70 mil shares are all that can be traded. This is the same Unrestricted number as what we had on 10/27/20 - some of those shares have moved into the Held at DTC number which means they traded. But the Unrestricted has remained pretty constant.
