I don't think so. Its not really a reverse merger. Its more of a sale. lazar just sells a control block of shares to new owner. You sometimes see a filing at SOS for that transfer.

A RM is when a public entity with no money dilutes the crap out of its SS and then uses those shares to "buy" a private company that has value. Control of the shell is then given to the board of the private company, who change their name to that of the shell and is then suddenly a public entity.
