It is just market makers creating an artificial market in the stock in the interim while real people put in buys/sells. They bring it up but they also have to take it down to equalize since they're essentially buying and selling against themselves. Eventually there will be a random primer that sets off a real buying spree from real people into this ticker. The primer can and will be anything, and it doesn't even have to require news to set it off.
