if mretgnol has a legal contract with the DTCC clearly stipulating the terms of their obligations, it is a slam dunk to go to Court and get them all enforced. And actually the judge will impose further financial pain on them for delaying, stalling, and trying to get out of it.

but again, maybe mretgnol never had an official contract with dtcc.
