difficult to say as we are largely in the dark, but if you look at past posts, it is implied that a firm deal was made with the DTCC via mretgnol. A deal that would provide compensation for bcit shldrs. To me, when monies are involved, that should mean a legally binding contract. Legally binding contracts can be enforced in court if all of a sudden one party decides to renege on their legal obligation.
